With immense respect to the force, I have to say that law enforcement can be painfully slow at adopting new technology. And I don't mean replacing service pistols with directed-energy weapons, just the low hanging fruit like record and paperwork digitalization, which took and has been taking forever.
One big step towards modernizing policing was the introduction of ToughBooks in squad cars by departments like Washington DC's Metropolitan Police Department. Now Baltimore PD is taking this initiative to the next level by introducing police smartphones. There is tremendous potential here and hopefully the initiative will take off and not be labelled blasphemy against the pocket notebook.
I cover the technology here: http://ctovision.com/2011/04/cloud-computing-for-law-enforcement/
